You are in a public restroom. Going to the bathroom is an appropriate activity. Talking on the cell phone while going to the bathroom is not an appropriate activity. Ever. Not even in an emergency (and I highly doubt updating "Nan" on the status of your kitchen redo could be considered an emergency).
One should not have to wonder if flushing would be rude since it would interrupt your conversation or possibly alert the person on the other end that you are talking to them WHILE GOING TO THE BATHROOM.
